The extraction process should have placed the new files where they are needed. If this is not the case, do the following:
1. Move the "Caesar2.exe" file into your Csr2win directory (usually located in the Sierra directory on your C: drive). When Windows asks if you wish to replace this file, click on the "Yes" button.
2. Put the "ntext.txt" file into the Data directory inside your Csr2win folder. When Windows asks if you wish to replace this file, click on the "Yes" button.
